ORDINANCE NO. 2583
AN ORDINANCE AMENDING THE CODE OF ETHICS FOR THE CITY OF STERLING, KANSAS TO INCLUDE A CLAUSE ESTABLISHING SANCTIONS FOR VIOLATIONS OF THE CODE OF ETHICS
WITNESSETH:
WHEREAS, the City of Sterling (“the City”) has previously adopted a Code of Ethics as established in Section 1-210 of the City Code of the City of Sterling, Kansas that is applicable to all City officials and employees; and
WHEREAS, on September 4, 2025, the City was notified by the Kansas Department of Commerce that it had been awarded $750,000.00 in Economic Development grant funding through the U.S. Small Cities Community Development Block Grant (“CDBG”) Program to be used towards the construction of the water improvements necessary to serve a current economic development project; and
WHEREAS, the City was alerted by the grant administration firm that is responsible for administering the City’s CDBG grant that the City must have an adopted code of ethics that includes a clause establishing sanctions for employees and officials who violate the provisions of the adopted code of ethics; and
WHEREAS, the City’s Code of Ethics as established in Section 1-210 of the City Code does not include such a sanctions clause;
NOW, THEREFORE, BE IT ORDAINED BY THE GOVERNING BODY OF THE CITY OF STERLING, KANSAS, THAT THE FOLLOWING ORDINANCE AMENDING THE CODE OF ETHICS TO INCLUDE A SANCTIONS CLAUSE IS ADOPTED AND IS AS FOLLOWS:
Section 1: Section 1-210 (f) is added to the Code of Ordinances of the City of Sterling, Kansas to include the following language:
“Penalty to the Code of Ethics - Violations of the Code of Ethics by the City’s elected officials, appointed officials, officers, employees or agents of the City shall be prosecuted to the fullest extent permitted according to Local, State, and Federal law or regulations.”
Section 2: This Ordinance shall be effective after it is published in the official city newspaper.
PASSED, APPROVED AND ADOPTED by the governing body of the City of Sterling, Kansas, this 17th day of November, 2025.

ORDINANCE NO. 2584
AN ORDINANCE ESTABLISHING THE MEETING DATES, TIMES AND PLACES FOR REGULAR MEETINGS OF THE BOARD OF COMMISSIONERS FOR THE CITY OF STERLING, KANSAS.
WITNESSETH:
WHEREAS, the Governing Body of the City of Sterling, Kansas previously established the regular meeting of the Commissioners to start at 7:00 P.M. on the First and Third Mondays of each month, and
WHEREAS, the Governing Body wishes to establish a different time to start the regular meetings of the Commission, and
WHEREAS, due to lengthy agendas and convenience, the Governing Body wishes to start the regular meetings of the Commission at 6:00 P.M. rather than 7:00 P.M.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF CITY COMMISSIONERS OF THE CITY OF STERLING, KANSAS, AS FOLLOWS:
1. Regular Meetings of the
Board of Commissioners of
the City of Sterling, Kansas
shall be held at 6:00 P.M.
on the first and third Mondays
of each month at Sterling
City Hall at 114 North Broad-
way, unless such date falls on
a legal holiday in which case
the meeting shall be at the
same time and location on
the next succeeding business
day.
2. All ordinances previously ad-
opted inconsistent herewith
are hereby repealed.
3. This ordinance shall take ef-
fect upon adoption of publica-
tion in the official city news
paper.
